IMMIGRATION  
 

On July 1, 2025, I entered into a Memorandum of Understanding with the Department of Homeland Security to participate in the 287(g) Warrant Service Officer (WSO) program. Under this model, ICE trains, certifies, and authorizes selected state and local Correctional Deputies to execute ICE administrative warrants. These deputies are empowered to perform the arrest functions of an immigration officer within the law enforcement agency’s jails and correctional facilities.

The WSO model differs from the Jail Enforcement Model in that ICE does not authorize local law enforcement officers to question individuals about their immigration status. Instead, their authority is strictly limited to executing administrative warrants in the correctional setting.

As of June 30, 2025, ICE had signed 287(g) WSO agreements with 266 law enforcement agencies across 34 states.

COMMUNITY ENGAGEMENT 
 

Since taking office on December 15, 2022, I have made it a priority to strengthen the Washington County Sheriff’s Office relationship with our community. Shop with the Sheriff continues to grow each year, offering children meaningful experiences while fostering stronger connections between deputies and families.

In addition, the Sheriff’s Office now hosts an annual Trunk or Treat event in partnership with Hagerstown Community College at the ARCC (Athletic, Recreation, and Community Center). This event provides a safe and enjoyable environment for children and families from across Washington County to come together and celebrate.

Beyond these programs, we remain actively engaged by attending numerous community events throughout the year, ensuring the Sheriff’s Office remains visible, approachable, and connected to the citizens we serve.

COMMUNITY SAFETY INITIATIVES
 

The Washington County Sheriff’s Office works closely with the Maryland State Police and local jurisdictions to conduct joint saturation patrols in historically high-problem areas of the county.

On July 15, 2025, I established a specialized unit designed to address high-crime areas, support the Narcotics Task Force, participate in community events, and supplement manpower needs, among other critical assignments.

EMBRACING TECHNOLOGY

The Washington County Sheriff’s Office has deployed License Plate Readers (LPRs) at strategic locations throughout the county to enhance public safety and investigative capabilities. We are also expanding our drone program, with deployable drones and certified pilots available on every shift.

In addition, I am actively exploring the implementation of a Drones as First Responder (DFR) program for Washington County. This initiative would allow drones to be utilized not only by law enforcement, but also by fire departments and Emergency Medical Services personnel.

These technologies represent the forefront of public safety innovation and will provide Washington County with cutting-edge tools to enhance response and coverage across all 453 square miles of the county.
